Paperspace Problems in AutoCAD 2008

I am trying to insert a border sheet in paper-space, however I originally had a border inserted and I also had scaled the tab to be 1" = 1'-0"

Now when I try to insert the border it is always inserting the object at a scale of 1 unit = 0.08 units..........I want my border to be inserted with a unit factor of 1, NOT 0.08.

This is very frustrating as some of my files are fine and others just will not allow this...........

I have tried creating a "new tab" but it seems that this problem is a parameter setting in the file, so I would like to be able to reset paper space to normal.

1" to 1'-0" would be .0833 or 1/12 I think you would need to insert at 1'-0" to 1'-0"
