LAYOUT BACKGROUND

How do I get the black background in layout space to expand to the size of my border? it's a small block in the corner of a drawing that someone else set up and I am trying to fix. just a simle answer...you's think I'd know after doiung this for years..I tried the layout tab manager and cpouldn't figure it out
