AutoCAD Settings Changed How to Restore

For some reason when I choose "save as" rather than the window popping up - the command line now asks me to choose the format and name the drawing.

The same thing happens when I try to insert a PDF underlay.

The command line asks me to specify the path. The boxes that normally appear when these type of commands are selected do not appear - but am asked to enter information the command line.

How do I restore this functionality?
